Solar batteries across Melbourne’s west

In Melbourne’s west you are almost certainly a Powercor customer. Powercor runs the network across central and western Victoria and Melbourne’s western suburbs — Werribee, Wyndham Vale and Hoppers Crossing, Altona and the rest of Hobsons Bay, and out through Melton and Bacchus Marsh, each fed from its own Powercor zone substation. It is not United Energy, which covers the south-east, and despite the "north-west" label it is not Jemena either. The boundary worth checking is Sunbury — that sits in Jemena’s area alongside Essendon and Broadmeadows, so a Sunbury address follows different connection rules to a Melton one.

Powercor’s standard static export limit is 5 kW per phase, and that is where most western homes sit today. From 1 July 2026 Powercor and CitiPower launched the first phase of their Flexible Exports rollout, but it is narrower than the headlines suggest: it is offered to customers whose pre-approval comes back with a 0 kW export limit under the Model Standing Offer, who can take a flexible connection instead of accepting zero. On it you export up to your inverter’s capacity, capped at 10 kW, with the network trimming exports when it needs to — Powercor reports trial participants exported freely more than 90% of the time. Wider implementation runs across the 2026–2031 regulatory period, so most western homes are still on the static limit.

The hardware requirement already applies regardless. Victoria’s emergency backstop has covered new systems up to 200 kW since 1 October 2024, and Powercor requires a CEC-approved, CSIP-AUS capable, internet-connected inverter to connect. An inverter that cannot speak CSIP-AUS cannot be connected, which quietly rules out some cheaper imports.

Three-phase supply shapes a western quote more than anything else. We see it far more often on the newer growth-corridor estates around Tarneit, Truganina, Cobblebank and Weir Views than on older Altona or Werribee stock, which fits how those homes are built — all-electric, with ducted heating and cooling, induction cooking and an EV charger adding up beyond what a single-phase service carries comfortably. That is a pattern we see rather than a published statistic, and your meter box settles it in a minute. It matters twice over. The 5 kW limit is per phase, so a three-phase home can be approved for up to 15 kW of export where a single-phase neighbour is capped at 5 kW. And a single-phase battery inverter on a three-phase home only backs up the phase it sits on — put the fridge, oven or EV charger on another phase and they stay dark in an outage.
